Graduate Operational Investment Surveyor supporting the management, valuation, acquisition, disposal, leasing, inspection, and strategic development of Runnymede Borough Council’s property portfolio while progressing toward RICS membership.
About The Role
This is an exciting opportunity to join Runnymede Borough Council as we continue our positive work modernising and optimising our corporate estate.
As the Graduate Operational Investment Surveyor, you will:
Support the Senior Estates Surveyor and wider team in the day‑to‑day management of the Council’s operational and investment property portfolio
Maintain accurate asset records, ensuring the Concerto database, MSCI inputs and internal registers are up to date and audit‑ready
Carry out regular property inspections, recording findings and supporting compliance across the estate
Work closely with procurement, facilities management, Assurance & Risk, and Building Operations to deliver a seamless and efficient Corporate Landlord service model
Assist with valuations, disposals and acquisitions, including preparing documentation, collating enquiries and liaising with solicitors
Aid performance monitoring across the estate, including arrears schedules, climate‑related metrics and service charge budgets
Build strong relationships with tenants, contractors, internal teams and external partners to ensure a positive customer‑focused service
Contribute to emergency planning and business continuity work, ensuring the estate remains resilient and fit for purpose
Play an active role in delivering the Council’s Asset Strategy, an exciting multi‑year project shaping how the corporate estate evolves to meet future needs
Assist with lease renewals, rent reviews, new lettings, licences and general estate management tasks, developing your professional skills as you progress through APC

Please note that Runnymede Borough Council is currently undertaking a pay and grading review, which is expected to be implemented during the summer. The successful applicant will be appointed under the Council’s current grading and salary structure and, following implementation of the new framework, will be assimilated into the revised pay structure in line with all existing employees.
About You
We’re looking for an enthusiastic and driven graduate who’s ready to build a career in property, estates, and asset management. You’ll bring a strong academic foundation, a willingness to learn, and the confidence to work both independently and as part of a busy professional team.
The ideal candidate will have:
Strong verbal and written communication skills, along with solid numeracy
High motivation to learn, develop, and progress in all areas of professional practice
Ability to use your own initiative, while working effectively under appropriate supervision
A degree in surveying or a related discipline
Commitment to undertaking the APC, or a willingness to begin the pathway toward RICS membership
Awareness of RICS Professional Standards and Best Practice, including the Red Book
Basic understanding of property law, landlord and tenant practice, and the regulatory framework relevant to the role
Awareness of financial terminology and standard financial practices
A proactive, positive approach to working with colleagues, tenants, consultants, and stakeholders
